Collaborative Innovation Center for Modern Production Technology of Grain Crops of Jiangsu Province

Ensuring national food security is a critical strategic issue and it always faces challenge as China agriculture develops. The grain output in Jiangsu Province ranks in the forefront line of the country. Jiangsu is a dominant contributor for rice and wheat production. Aiming to effectively promote the grain production in Jiangsu Province, “Collaborative Innovation Center for Modern Production Technology of Grain Crops of Jiangsu Province” was established in 2013, led by Yangzhou University, jointly supported by Zhejiang University, Anhui Agricultural University, Institute of Genetics and Developmental Biology of Chinese Academy of Sciences, Institute of Plant Physiology and Ecology of Chinese Academy of Sciences, Food Crop Research Institute of Jiangsu Academy of Agricultural Sciences, Jiangsu Provincial Agricultural Technology Extension Station, Jiangsu Agricultural Reclamation Group Co., Ltd. and other institutions.

The center adheres to the principle of “basing on local Jiangsu Province, facing the Yangtze River Delta area and serving the whole country”, and following the principle of “object-oriented, open integration, innovation-driven, and output-sharing” to “high-yield, high-quality, high-efficiency, ecological and safe food production”. The substantive cooperation mode of “production, study and research promotion” are adopted, gathering high-end talents and high-quality resources, and creating multi-disciplinary integration, multi-team collaboration, multi-technology integration of technology innovation highland, technology application center and first-class talent training base.

The center implements leadership of management committee and chairman committee under the guidance of the scientific advisory committee. The center adopts a framework of “4 technical innovation platforms + 1 public service platform”, in the aspects of germplasm resource innovation and major variety cultivation, high-yield and high-efficiency green cultivation of food crops, modern technology of food crop production, and safe production technology of food crops. It undertakes innovative research and development, technology transfer, talent introduction and team building on the public service platform.

The center has attracted a group of high-level talents, integrated the industry's leading resources. The center hosts nine chief scientists including Academician Zhang Hongcheng of the Chinese Academy of Engineering, Cheng Shunhe and fellowship Robert G. Gilbert of the Australian Academy of Sciences, and 17 innovation teams were employed. The center has aggregated 3 national key laboratories, 4 national key science and technology infrastructure bases, 1 national technology transfer demonstration institution, 1 national science and technology commissioner entrepreneurship training base, and 19 provincial and ministerial key laboratories and engineering technology center. The center has a total of 332 sets of instruments and equipment and has access to a large number of high-level research and development bases inside and outside the province.

The center implements the "six unification" management mode of "unified collaborative management, post setting, talent training, assessment and evaluation, unified scientific research and innovation, and central resources", and reform the promotion of collaborative innovation with the new mechanism system. Through nearly five years of meticulous construction and efficient operation, the center has enhanced the ability of collaborative innovation, tapped and utilized a number of important genes, created a number of high-quality germplasm resources, and selected a number of major varieties of rice and wheat. The batch of high-quality and high-efficiency green key technologies has transformed into a series of major scientific and technological innovations, which have been widely promoted, and made significant contributions to improving Jiangsu's grain production capacity and ensuring national food security.
